Born in Mannheim in 1944. He studied Jurisprudence and Sociology in Freiburg im Breisgau and Berlin, where he earned his doctorate with a thesis "On the Appointment of Instructors of Higher Education in the Federal Republic of Germany and in France".

He was Administrative Director of the Technical College of Economics in Berlin from 1971 to 1978 and, after doing research in Paris, from 1979 to 1981, was the Chairman’s Assistant of the German Academic Exchange Agency (DAAD), as well as Director of the Press Office and Publicity for the DAAD. Joachim Nettelbeck has been the Secretary of the Wissenschaftskolleg zu Berlin since its founding in 1981.
