Anne-Cecile Mercier holds a Ph.D in Law (Bordeaux, 2000) and a LL.M. (UC Davis, USA, 2002). Associate Professor at the University of Nantes from 2002 to 2008, she also collaborated as an advisor for research and higher education to the Major of Nantes from 2004 to 2006. She participated to implement the project of Nantes IAS since 2004. 

As General Secretary deputy, she is in charge of public relations, partnerships and communication. She also negociates the financial and legal conditions of their stay with the future fellows.
